Boise puts its frost line in the code

Boise City Code 9-1A-60, a local amendment to the building code, sets the design frost line at 24 inches below finished grade. That is the city's own legal statement about how far frost drives into its soil.
The climate behind it: about 100.9 nights a year with a low at or below freezing. The shoulder months catch people out. October averages 3.3 freezing nights and April 4.5. Those are exactly the months when someone decides to squeeze in a sealcoat job and the sealer freezes before it has finished curing.
Water shows up when it can freeze (Nov-Mar brings 55% of precipitation) and vanishes when it is hot. That is why the summer application window here is so reliable, and why the damage cycle runs October to May.
What is underneath
Boise sits on gravel terraces, and which one your property sits on matters. The Idaho Geological Survey describes the valley as a sequence of them: Whitney, Boise, Sunrise, Gowen, Amity and Deer Flat, plus Bonneville Flood deposits. A North End parcel is on different material than one in southeast Boise.
What most of it shares is silt loam over a cemented duripan twenty to forty inches down. Water gets into the silt, cannot drain through the pan, and sits there through the freeze.
The practical version is the same everywhere in this valley: seal cracks before winter. Water that gets in during November is what widens the crack by March.
Three Boise rules worth knowing before you hire anyone
Your parking lot has to be paved
Requires driveways, parking areas and vehicle storage areas to be built with a non-permeable material such as concrete or asphalt. Gravel does not satisfy it.
Accessible aisles here are blue, and lettered
Requires "Access Aisle No Parking" signage with blue pavement markings reading "No Parking" plus diagonal striping. A contractor who marks a Boise aisle the way they mark a Meridian one has not read the code.
The permit does not come from city hall
It comes from the Ada County Highway District (ACHD), which owns the public streets. They require a right-of-way permit plus a bond for any work that blocks the roadway, sidewalk or shoulder.
Snow, and what Boise expects of you
Boise City Code 7-5-5 requires snow to be removed before 9:00 in the morning on every day it is needed. That obligation sits with the property owner.
ACHD runs its own winter operations on three priority levels (arterials first, then bus routes, then residential). Which means your lot and your walks are yours to handle, and the timing is written down.
