If your association owns your streets
This is the part most Eagle board members have not read, and it is in the city code.
Eagle City Code 9-3-2-5 requires a homeowners' or property owners' association to be responsible for the ongoing upkeep of private streets and alleys. Owners have to keep a maintenance plan and funding reserves.
Where the standards are not met, the city council can order the repairs and require the responsible entity to reimburse the city's costs.
The practical reading is not a warning. It is that a funded maintenance plan is much easier to defend at an annual meeting than an emergency assessment after the pavement fails. Crack sealing and sealcoating on a schedule are the two cheapest line items in that pavement maintenance planning for HOA boards, and they are the ones that push the expensive work further out.
Irrigation, and what it does under your driveway
Most pavement articles written around here blame expansive clay. That is not the Eagle story. The soil here is sandy and gravelly with high permeability. What there is instead is a water table that moves with the season.
The Eagle Patchwork: Eagle is served by a patchwork of small ditch companies and lateral users' associations (Ballentyne, Farmers Union, Middleton Irrigation, Settler's, etc.).
Open laterals and pressurized mainlines run under and beside a large share of Eagle driveways and private streets. The canals charge from roughly April through October. The subgrade softens seasonally and then firms back up. That is the mechanism behind edge cracking next to a lateral.
Thermal Cycling
Boise Air Terminal (the nearest long record) averages 108 days a year at or below freezing on 11.5 inches of precipitation. Pavement here fails from thermal cycling and oxidation, 108 times a year. Water that gets into a crack in November is what widens it by March.

Restriping where every stall counts
Eagle has a parking problem downtown, and it is a live one. In June 2025 the Eagle City Council denied a downtown mixed use project largely over nine parking stalls provided against eleven required. The council noted the city "just sorely can't afford to lose any parking downtown."
If your lot is downtown, the stall count is worth more than the paint. A layout that has drifted, or that was never optimized, can usually be restriped to hold more compliant stalls in the same footprint.
Striping is required above 12 vehicles
Eagle City Code 8-4-4-2 states that all parking areas with a capacity over twelve vehicles shall be provided with standard parking space striping. That captures nearly every commercial property.
The 8-foot compact stall
Eagle permits compact stalls at eight feet wide, capped at 30% of total spaces. Meridian permits no narrower compact stall at all. If you have properties in both cities, the same layout does not transfer.
What Eagle does not require, and what we do anyway
Eagle City Code sets no asphalt thickness and no aggregate base depth for a private parking lot. Sections 8-4-3 and 11A-5-3 ask only for asphalt or concrete producing a durable, dust free surface.
So the depth is between you and your contractor, which is worth knowing before you compare two quotes that look the same.
What we build a patch to: three inches of asphalt over about six inches of three-quarter inch crushed road mix, compacted in two inch lifts. We patch where we can cut back to solid asphalt on all four sides. Where we cannot, a patch is money spent twice.

The commercial figure is what a typical lot lands at. It is not a quote. A lot that has been maintained and can mostly be blown clean prices very differently from one that has gone ten years without attention.

Questions we get in Eagle
How much does driveway sealcoating cost in Eagle?
A typical residential driveway runs $450 to $800 all in, including cleaning, crack filling, two sprayed coats and a one year warranty. Larger or badly deteriorated driveways cost more, because the repair comes before the sealer.
Does our HOA have to maintain our private streets in Eagle?
Yes. Can I get my driveway sealed in Eagle in the fall?
Usually, and it is a good time to do it. We need it above about 40°F for most of the day. Boise Air Terminal averages 3.3 freezing nights in October, so the risk in a normal fall is low but it is real. We watch the forecast and we will tell you if it is too late in the season rather than take the job and hope.
How often should an Eagle driveway be resealed?
Every three to five years. If your driveway sits next to an open lateral or a ditch, look at that edge first, because that is where it will go.
Are accessible parking rules different in Eagle than in Meridian?
No. Idaho Code 39-4116 does not allow a city to amend any accessibility provision, so the accessible parking requirements are identical in both cities. The ordinary stall dimensions are not: Eagle allows an eight foot compact stall and Meridian does not.
