Two things are working on your asphalt here, and neither is the one most people expect.
Freeze and thaw
Meridian has no active weather station of its own, so the nearest long record is Boise Air Terminal, about ten miles east. It shows about 100 nights a year that drop below freezing and warm back above it. October averages 3.3 freezing nights and April 4.5, which are exactly the months when sealer can freeze before it has finished curing.
Water underneath
Meridian sits on silt loam over a cemented duripan twenty to forty inches down. Water gets into the silt and then cannot drain through the pan, so it sits there and freezes.
And there is a local reason that water table moves. The Idaho Department of Water Resources concluded that seepage from the canal system and infiltration from irrigation are the largest component of recharge to the shallow aquifers of the Treasure Valley, and that shallow levels have risen to or near the ground surface seasonally in many places. Nampa and Meridian Irrigation District runs its canals from spring through fall.
Which means a Meridian parking lot sits on a water table that comes up every April when the canals fill and drops when the season ends. That is not a theory. It is the mechanism behind edge cracking and soft spots that appear in the same places every year.
The practical version: seal cracks before winter, not after. Water that gets into a crack in November is what widens it by March.
What Meridian requires
Meridian is more prescriptive than most valley cities, and two of its requirements are worth knowing before you accept anyone’s quote.
Base depth is in the ordinance
Meridian city code requires that off street parking areas and driveways be improved with a compacted gravel base of not less than four inches, surfaced with concrete or asphaltic pavement. Almost no contractor site in this market mentions it.
Stall dimensions by parking angle
Meridian UDC Table 11-3C-5 sets stalls at nine feet wide, with depth by angle: nineteen feet at 45, 60 and 90 degrees, and twenty three feet for parallel parking. Compact stalls can be two feet shorter but not narrower — different from Eagle, where compacts may be eight feet wide.
Stormwater stays on site
All stormwater generated on development projects has to be retained and infiltrated within the development. That is why so many Meridian lots have swales and drywells — and those need protecting during a sealcoating job.
