Nampa freezes more than the rest of the valley
This is the number that matters and almost nobody publishes it. Nampa averages 132 nights a year with a low at or below freezing. Boise runs about 100.
Since the average day in the coldest month runs about seventeen degrees above the average night, nearly every one of those 132 freezing nights is followed by a thaw.
That is the cycle that destroys asphalt. Water gets into a crack, freezes overnight, expands, and thaws by afternoon. Roughly 130 times a year.
Heat & Rain Timing
At the other end, Nampa records 58.7 days a year at 90°F or above. Heat oxidizes the binder that holds asphalt together and turns it brittle, making the surface crack in the first place.
Moisture shows up when it can freeze (Dec-Mar) and disappears when it is hot (July-Aug). Which is why the sealing season here is reliable and the damage season runs October through May.
What is under your pavement
Nampa sits on the Purdam soil series: silt from windblown loess and volcanic ash over alluvium, with a strongly cemented duripan twenty to forty inches down and moderately slow permeability.
That duripan is the whole story. Water soaks into the silt above it and then has nowhere to go, so it perches there. In winter it freezes in place.
The Water Table: At a Feb 2025 Nampa City Council hearing, testimony confirmed irrigation canals actively affect the local water table, causing seasonal shallow flooding. The city takes it seriously enough that commercial permits require a soils report with water table elevations.
If your lot has soft spots that come back in the same places every spring, that is usually what is happening underneath.
What Nampa requires of your lot
It's not just about looks. Nampa's local codes dictate how your commercial or multi-family property must be maintained.
Striping is not optional
Nampa city code, title 10 chapter 22, requires that parking spaces in the city be striped, and defines required maintenance to include repair of parking, loading and drive aisle surfaces.
Drive widths are set
Two-way service and access drives at least twenty feet, one-way at least twelve (Nampa City Code 10-22-3).
Accessible Spaces
Section 10-22-6 states that ADA spaces are installed in addition to the required parking count. If your lot was laid out assuming they counted, you are short.
